Queries the Nielsen Analytics framework for the Nielsen opt-out web page

| URL | If successful, it returns the user Opt-in/out URL. Otherwise, it returns an empty string. |
Notes
Get the URL of the web page that is used to give the user a chance to opt out from the Nielsen measurement.
